How to tame a Tasmanian Devil?

Do you have a Tasmanian Devil living in your house?
I DO!
Someone who undresses wherever they feel like it and leaving their clothes in piles all over the house. Someone who puts toys, garbage, clothes and everything else on their floor in the toy boxes when it is time to "clean".
Toys never get put back in their places, things that do not belong to them end up in their possession...
Do you see my dilemma?
I honestly do not think my "Taz" understands the theory behind "everything in its place".
I made excuses for a long time. I would say that Taz was too creative to understand order. Do you think this could be the case?
We have tried to reform Taz by putting toys in time out.
We offered bribes and punishments.
We work side by side our Taz explaining the importance of an orderly space.
Finally we stopped adding to the mess which only increased Taz's thieving. Not on purpose mind you, but just curious about the way things work or look and wanted to see them up close.

I am at my wits end! This Taz has now made a mess out of our main toy room and looks completely lost when expected to put everything back in its place.

What are your suggestions for taming my Taz?
